^HDR photo
basically taking multiple exposure shots and blending them together to get the perfect exposure in the picture, followed by photoshop editing.
too much will cause a cartoon or overly colorized photo, too little looks like a regular photo
a couple other examples:
hit me up if you'd like some tips. its a lot easier to do with a DSLR camera but can be accomplished with a point and shoot and utilization of photomatix software. |

I'm pretty sure it's called Fractalius. It's a photoshop filter.

That is a light trail. A long shutter speed was used. But the guy isn't blurred, so it looks like second-curtain sync was used. That's when the camera taking the photo with a long or slow shutter speed, and then the flash fires at the end to freeze the action. But because the light was being swung around, it makes those trails and they appear in the photo.

I've heard about a program that can, but why would you want to? A RAW file is basically an unprocessed version of the file. That program is Paint Shop Pro X, there is a specific feature on there that allows it.
