He can't control it yet because I'm guessing he's not a real hollow because he's a vizard but if you mean why can't he control his new vizard form then it's because his mask just changed completely...

^Nope. That's called being seriously overpowering.
Kishimoto has never mentioned this either. Right now, Ichigo's going through some inner turmoil. Much so like the king, and his horse- the statement Ichigo's inner Hollow had stated, there's a change in power, not a great one, but his inner Hollow has gotten stronger.

he does. he doesn't have a shikai though since he never bothered to ask his zanpaktou for it's name.

It is true that Ken-san has a Zanpakotou, the first fight between Ichigo and Ken, Ichigo heard the blade cry when it struck his own. It's just in such a bad condition, I don't think it appreciated Ken-san at all.

Why do people keep saying Kenpachi doesn't have a zanpakutou? lol. If I remember correctly, he just never cared to learn his zanpakutou's name.
